비지리적 번호는 특정 지역성과 연결되지 않은 전화 번호의 한 유형이다. 이러한 숫자는 위치별 지역 코드 시스템을 사용하여 지리적으로 할당되는 기존의 '국경' 번호의 대체 번호다. 비지리적 번호는 들어오는 전화의 유연한 라우팅 제공에서부터 유료 서비스에 대한 수익 창출까지 다양한 이유로 사용된다.

기능

비지리적 번호는 역사적으로 표준 유선 전화 번호에서 사용할 수 없었던 서비스를 제공하기 위해 도입되었으며, 특히 통화 라우팅과 특별 충전 약정의 측면에서 그러하다. 비지리학적 숫자의 광고 혜택은 다음과 같다.[1][2]

  • 통화 라우팅. 통화는 거의 모든 목적지로 유연하게 리디렉션될 수 있다. 예를 들어, 통화자의 위치나 시간에 따라 다른 통화 센터로 전화를 받을 수 있다.[3]
  • 통신 용이성. 여러 위치를 포괄하는 조직은 각 지역에 대해 서로 다른 번호를 공시할 필요 없이 단일 국가 전화번호를 광고할 수 있다.
  • 위치 중립성. 표준 지리적 번호는 특정 지역들과 확실하게 연결되어 있다. 비지리적 번호를 사용하면 조직이 특정 지리적 영역에 국한되는 것을 방지할 수 있으며, 다른 지역으로 이전하거나 확장하는 경우 전화 번호를 변경할 필요가 없다.
  • 복원력 및 재해 복구. 지리적으로 라우팅된 표준 유선전화 번호는 그들이 연결된 지역의 전화망에 결함이나 손상이 발생한 경우 접속할 수 없게 될 수 있다.[4] 비지리적 번호는 수신 통화를 필요할 때 다른 위치로 쉽게 리디렉션할 수 있도록 허용한다.
  • 특별 충전 준비 장치. 표준 유선 번호와 구별되는 번호 접두사를 사용하면 발신자가 전화를 걸 수 없는 무료 전화 번호부터 통화당사자의 수익을 창출하는 프리미엄 요금 번호까지 다양한 충전 방식을 사용할 수 있다.

호출 처리

비지리적 번호로의 통화는 전화망에 의해 다양한 방법으로 처리된다. 가장 간단한 경우, 통화는 단순히 정규 지리적 번호로 전달되고 정상적인 방법으로 전화 교환에 의해 라우팅된다. 다른 경우에, 그러한 번호는 회사의 개인 전화 시스템 또는 VOIP 서비스로 직접 통화를 전환할 수 있다.

통신 기술의 발전은 많은 공급자들이 '가상' 지리적 번호를 통해 동일한 기능을 제공하는 비지리적 번호에 더 이상 고급 통화 라우팅 시설이 고유하지 않다는 것을 의미한다.[5][6]

해외에서 비지리학 번호로 전화하기

특정 비지질 번호 범위는 영국 해외에서 전화를 걸 때 가능하지 않을 수 있다. 070 개인번호 부여 범위, 080 자유전화 범위, 서비스 번호가 084, 087, 09로 시작하는 경우가 대부분이다.

비지리적 수 범위

모든 비지리적 번호는 유사한 기능을 제공하며, 주요 차이점은 발신자에게 부과되는 요금이다. 현재 사용 중인 주요 비지리적 접두사는 다음과 같다.

080(프리폰)

0800번과 0808번 번호는 유선전화, 휴대전화, 공중전화에서 모두 무료로 이용할 수 있다.[7] 전화를 받은 기관은 통화 비용을 지불한다.

03 숫자

청구 및 비용

03'로 시작하는 번호는 표준 지리적 요율로 청구되는 비지리적 번호다. 이 번호로 전화하는 비용은 일반 지방 또는 전국 유선전화(01 또는 02)와 정확히 동일하다. 규정은 관세가 01 또는 02로 시작하는 번호에 대해 시간(분)을 포함하거나 무료 통화를 제공하는 경우, 03 번호에 대한 통화가 정확히 동일한 조건에 포함되어야 함을 보장한다.[8]

2007년 도입 이후 이 03번 번호는 공식적으로 지리적 번호와 연결된 비지리적 번호의 유일한 다양성이었다. 거의 모든 영국 전화 사업자들이 현재 위치와 관계없이 모든 유선 전화를 동일한 요금으로 청구하기 때문에, 구식의 '지역 요금' 또는 '국가 요금' 접두사를 복제하기 위한 어떠한 조항도 만들어지지 않았다.[9]

사용법

2016년 현재 활성 03 번호 접두사는 0300, 0303, 0330, 0333, 0343, 0344, 0345, 0370, 0371, 0372이다.[10]

03 번호는 모두 같은 방식으로 작동하지만, 일부 하위 범위는 사용에 제한이 있다.

서비스 번호

이것들은 08과 09를 시작하는 비지리적 번호들이다. 그들은 또한 프리미엄 요금 번호로도 알려져 있다. 2015년까지만 해도 084, 087번호는 특별요금 또는 영업요금번호로 불렸다.

2015년 이후 이 숫자들은 2부 충전 구조를 가지고 있다. 통화요금은 발신자의 전화 서비스 제공자가 부과하는 분당 접속료와 전화 받는 조직과 그 통신사의 공동 이익에 대해 지불하는 서비스 요금 또는 '프리미엄'으로 구성된다.[7]

접속요금은 사업자에 따라 상당히 달라지는데, 일반적으로 유선전화 통화는 분당 7p~12p, 주요 이동전화 사업자는 분당 45p~55p 정도 요금이 부과된다.[14]

서비스 요금은 발신자가 어느 전화 회사를 이용하든 동일한 요금으로 부과된다. 적용되는 비율은 숫자가 공표되고 다음 대역에 속할 때마다 상세해야 한다.

  • 084 번호: 통화당 최대 7p 및/또는 분당 7p
  • 087 번호: 통화당 최대 13p 및/또는 분당 13p
  • 09 번호: 통화당 최대 6파운드 및/또는 분당 3.60파운드.

서비스 요금 정보를 위한 공식적인 중앙 저장소는 없지만, 통신 서비스 연합은 084, 087, 09 또는 118 번호의 서비스 요금을 조회할 수 있는 대화형 온라인 시설을 제공했다.[15]

서비스 요금 가격 포인트

2015년 7월 1일 084, 087, 09, 118 번호 통화에 대한 "분할되지 않은 관세"를 도입했을 때, 통화비용의 서비스 요금 요소에는 80개의 가격 포인트가 있었다.[16][17] 이들은 SC001에서 SC080으로 지정되었다.[18] 2016년 7월 1일에 SC081에서 SC100으로 지정된 20개의 가격 포인트가 추가되었다.[19] 2019년 4월 1일까지는 100점대의[20][21] 가격대가 있었다. 모든 유선전화와 이동통신사로부터의 통화에도 동일한 요금이 적용된다.

젠인터넷은 2015년 7월 1일부터 2019년 4월 1일까지 3개, 2016년 7월 1일부터 2019년 1월까지 3개 등 가격 포인트 중 6개를 잘못된 요금으로 부과했다.[22][23][24] 스카이톡은 2016년 7월 1일부터 12월 26일까지 서비스 요금 포인트 중 3점을 잘못된 요금으로 부과했다.[25][26][27] 스카이모바일은 2016년 11월 30일부터 2017년 3월 14일까지 가격 포인트 중 3개를 잘못된 요금으로 부과했다.[28][29][30] 버진 미디어는 SC081에서 SC100까지 가격을 제시하지 않았다.[31][32] Andrews & Arnold는 SC068에서 SC072, SC080 또는 SC081에서 SC100까지 가격을 제시하지 않았다.[33] 오리진 브로드밴드는 SC081부터 SC100까지의 가격을 열거하지 않았다.[34]

2019년 4월 1일, 오프컴은 118부터 시작되는 번호에 대한 통화 시 90초당 3.65파운드(통화비용의 서비스 요금 요소에 관한)의 가격상한제를 도입했다.[35] 이 날로부터, 118부터 시작된 전화 번호의 서비스에서는 기존의 100 서비스 요금 가격 포인트 중 26포인트를 더 이상 사용할 수 없게 되었다. 이 26개 가격점 중 15개 가점은 09년부터 번호로만 서비스 이용이 가능했고 11개 가점은 이용이 중단됐다.[36] 2019년 5월 1일부터 새로운 가격대가 도입되기 시작했다. 이들은 모두 아래 표에 명시된 바와 같이 이전에 철회된 SC 코드 번호 중 일부를 재사용했다.

개인번호

070번부터 시작하는 번호는 "개인 번호" – 사람들이 원하는 대로 집, 직장 또는 휴대폰으로 전화를 보내는 단일 번호를 가질 수 있도록 하는 등 개인에게 비지리적 번호 기능을 제공하기 위한 가상 전화 번호. 이들은 프리미엄 요금으로 청구되고 휴대전화 번호와 혼동될 수 있어 청구서를 받기 전까지는 통화료가 눈에 띄지 않을 수 있어 논란이 되고 있다.

Ofcom은 2019년 10월 1일부터 영국 휴대폰 번호에 대한 통화와 동일한 요금으로 이러한 통화의 종료율을 제한하여, 전화 제공자가 이러한 통화를 월별 허용량 내에 포함시키거나, 그렇지 않으면 휴대폰 번호에 대한 통화와 동일한 요금으로 요금을 부과할 수 있게 된다.[37]

통제된 프리미엄 요금 서비스

지리적 번호의 하위 집합인 지정된 CPRS(Controlled Premium Rate Services)는 이전에 PhonepayPlus였던 PSA(Phone-pay Service Authority)에 의해 추가 규제를 받는다.

Ofcom의 "PRS 조건"은 다음과 같이 제어된 프리미엄 요금 서비스를 정의한다.

  • 087, 090, 091, 098 또는 118부터 시작되는 "분할된 관세 번호"를 사용하는 경우, 통화 당 또는 분당 7p 이상의 서비스 요금(부가가치세 포함)
  • 해지 수수료 또는 요금이 통화당 10p 이상 또는 VAT를 포함한 분당 10p 이상인 기타 번호 사용(070 및 076부터 시작하는 여러 모바일 단축 코드)
  • 통화 비용 또는 사용 접두사에 관계없이 채팅 라인 서비스 제공
  • 통화 비용 또는 사용 접두사에 관계 없이 성인용 서비스를 제공한다.
  • 통화 비용 또는 사용 접두사와는 무관하게 인터넷 디얼러 작동 서비스다.

2019년 1월 16일부터, 사용된 통화 비용이나 접두사와 관계없이 모든 정보, 연결 및/또는 수화 게시 서비스(ICSS)가 이 정의에 추가되었다.[38]

CPRS로 식별된 서비스는 PSA 실천강령을 준수해야 한다.

비지오그래픽 접두사의 역사

대부분의 비지리적 번호는 이전 사용에서 복구된 접두사를 지리적 지역 코드로 사용한다. 0345, 0800 및 0990과 같은 접두사의 이전 용도는 영국의 전화 코드 목록을 참조하십시오.

프리폰 - 0800 및 0808 포함

1980년대에, 무료 전화 번호들은 이전에 지리적 지역 번호로 사용되었던 다양한 접두사를 사용하여 도입되었다. 1990년대까지 접두사 0321, 0500, 0800이 모두 사용되었고 각각 보다폰, 머큐리 커뮤니케이션즈, BT에 할당되었다. 일반적으로 관련 접두사 뒤에 6자리 숫자가 붙으며, 초기 '0'을 포함하여 총 10자리 숫자가 붙었다.

1990년대 초반에 경쟁이 심화되고 인기 있는 0800 숫자의 부족은 프리폰 용량을 늘리기 위해 다양한 전략을 채택했다. 새로 발행된 0800번호는 0800번 접두사 이후 7자리까지 연장되었고, 0808번 접두사는 1997년에 추가로 도입되었다. 또한 1990년대에는 규제완화를 통해 BT 이외의 기업이 0800개의 번호를 취득하여 고객에게 발급할 수 있었으며, 기존 무료전화 번호를 가진 고객이 통신사 공급자를 변경할 때 이를 보유할 수 있도록 하였다.

0800과 0808 범위가 1차 자유전화 범위로 설정되면서 0321번 범위는 2001년 중에 철회되었다. 0500번 범위는 2017년 중에 철회되며 사용자는 0808 5번으로 이동한다.[39]

주요 이동전화 사업자들은 2005년경부터 대부분의 무료전화 번호로 전화를 걸기 위해 통화자에게 요금을 부과하는 기간을 거쳤으나, 2015년 7월 1일 Ofcom 법률의 변경으로 0800과 0808 번호가 보편적으로 휴대폰과 유선전화에서 자유롭게 통화할 수 있게 되면서 이러한 관행이 대부분 중단되었다.[7]

무료 전화 통화는 발신자에게 무료가 되므로, 전화를 받는 기관은 통화 비용을 지불한다.

03 숫자

03'을 시작하는 전화번호의 원래 범위는 1995년과 2001년 사이에 점차적으로 지워졌다. 03을 시작한 이전의 지리적 지역코드는 전국 PhONEday 번호 변경 중에 013을 시작하도록 번호가 변경되었고, 0331, 0345, 0378과 같은 프리미엄 요금, 지역 요금, 휴대폰 접두사는 09의 단순화된 구조로 이전되었다. 08번과 07번. 03 번호 매기기 범위는 이후 번호 매기기 중에 생성될 수 있는 새로운 지리적 지역 번호에 사용할 수 있는 것으로 지정되었다.

더 이상 지리적 번호를 재지정하지 않고, 03 번호 부여 범위는 더 이상 원래 목적을 위해 필요하지 않으며, 대신 2006년에 "지리적 요율로 청구되는 비지리적 번호" 서비스를 위해 재설계되었다.[40] 통신 규제 기관인 오컴은 일부 기관이 발신자에게 추가 요금을 부과하지 않는 비지리적 번호의 일종으로 혜택을 볼 것으로 보고 084년과 087년부터 기존 특별 요금 번호의 요금에 대해 일부 소비자가 혼동했다고 보고 범위를 소개했다.[41]

새로운 03 범위를 도입하기로 한 결정은 통신 시장에서의 경쟁이 증가하면서 통화 요금이 부과되는 방식에 상당한 변화를 가져온 기간 이후에 나온 것이다. 1980년대에 처음 도입되었을 때, 특별 '지역 요금'과 비지리학적 접두사(예: 0345, 0645, 0990)가 일반 지역 및 국가 지리적 통화와 정확히 같은 요금으로 청구되었다. 통신 규제 완화는 몇 개의 유선 통신 사업자들이 시장에 더 많이 진출했고 01과 02의 번호로 "포용" 분 단위 통화 패키지가 1999년 이후 표준 오퍼링이 되기 시작했다. 084 시작 서비스 번호

087을 시작하는 서비스 번호

1995년의 PhONEday 번호 변경 후 처음 도입된 087 번호 매기기 범위는 0870 접두사였습니다. 1996년에 도입된 이 전화는 국가(또는 '장거리') 통화와 동일한 비율로 청구되는 비지리적 통화에 대한 것이었다. 그것은 처음에 0541과 0990 접두사와 함께 존재하다가, 마침내 2001년에 그것들을 완전히 대체했다.

09 시작 서비스 번호

1980년대와 1990년대 초반에는 경쟁, 녹음된 정보, 채팅 라인, 텔레비전 투표 등 다양한 용도로 다양한 프리미엄 요금 접두사가 사용되었다. BT 접두사 0891과 0898이 잘 알려졌으나 0338, 0660,[67] 0890, 0991 등 그 밖의 다양한 접두사들도 사용되었다.

084, 087, 09로 시작하는 비지리적 번호의 호출 비용은 대개 수익 분배라고 알려진 것의 가능성을 가능하게 하는 '서비스 요금'을 포함한다.

비지리적 번호로 걸려오는 전화의 경우, 발신자, 발신 통신 회사(또는 '텔코'), 종료 통신 회사 및 통화 당사자의 4개 당사자가 있다. 발신자는 발신 통신사에 전화 요금을 지불한다.

호출된 당사자는 종료 통신사에 의해 비지질 전화 번호를 제공받는다. 종료 통신사는 Ofcom에 의해 비지질 전화 번호의 특정 블록을 발급받을 것이다. 각 블록에는 특정 서비스 요금이 부과된다. 예를 들어, 0845 748부터 시작하는 번호는 분당 서비스 요금이 5p인 BT 번호인 반면, 0871 484부터 시작하는 번호는 TTNC Ltd.에서 운영하는 번호로 통화당 서비스 요금이 10p이다.[69] 호출된 당사자는 그들이 가능한 공급물품에서 그들의 사업을 위한 전화번호를 선택할 때 이 선택을 완전히 통제할 수 있다.

통화를 최종 목적지까지 전송하는 비용을 부담한 후, 종료 통신사는 나머지 "프리미엄"의 일부를 수익주식약정에서 통화당사자와 직접 공유하거나, 통화당사자에게 다른 서비스를 제공하는 비용을 상쇄하기 위해 이러한 모니를 사용할 수 있다.

0800번과 0808번 번호는 발신자 자유 특성상 수익 공유가 불가능하며, 03번 번호에 대해서는 특별히 금지되어 있다.

통화 가격 표시

084, 087 및 09 번호에 대한 총 통화 요금은 두 개의 구별되는 부분으로 구성되며, 이는 통화자에게 별도로 전달하기 위한 것이다.

  • 호출된 당사자는 통화자에게 자신 및/또는 종료 통신사가 받을 '서비스 요금'을 통지할 책임이 있다.
  • 발신 통신사는 084, 087, 09 번호로 통화할 때 부과하는 분당 표준 '접근 요금'을 고객에게 알리는 역할을 한다.

이전에, 통화 당사자는 BT 지선의 통화 가격만 견적할 의무가 있었다. 예를 들어, 0844 숫자의 경우 그들은 일반적으로 "BT 유선전화에서 분당 5펜스 통화, 다른 통신사와 이동 통신사가 더 많은 요금을 부과할 수 있다"고 명시한다. 다른 유선사업자와 이동통신사업자는 엄격하게 규제된 BT 금액보다 훨씬 더 많은 요금을 청구하는 경우가 많아 청구서 충격과 혼선의 소지가 상당했다.

비지리적 번호 사용 및 반대 여론

접두사마다 사용자와 발신자 모두 비용이 다르다. 발신자에게 완전히 무료인 경우(수당에 포함하지 않고) 사용자는 발신자가 충족하지 못한 비용을 부담하기 위해 추가 요금을 지불한다. 그러나 대부분의 비지리적 접두사는 발신자에게 추가 요금을 부과하고 이 "프리미엄" 또는 "강화된 해지율"은 종착지점으로의 통화 라우팅 비용을 지불하기 위해 종착지 통신 회사에 전달되며, 초과분은 "수익 분배" 약정으로 호출자에게 지불된다. 수백 개의 영국 회사들이 NGN을 판매나 임대료로 제공하고 있다. 일부는 또한 교환기와 콜센터 장비를 패키지 거래에서 제공하는데, 전화에서 얻는 수익의 일부는 그 비용을 보조한다.

084, 087(0870 제외), 09 번호는 모두 발신자에게 "프리미엄"을 부과하는 데 반해, 0871, 0872, 0873, 090, 091, 098부터 시작하는 번호는 추가 프리미엄 요금 서비스(PRS) 규제로 적용되며, 일반적으로 비용이 가장 높으며, 전화 납부 서비스 당국의 규제가 심하다. 새로운 "성인" 서비스(SES)는 098을 사용해야 하며, 기존 0908 및 0909 번호도 이러한 서비스를 제공한다.

가격 차이가 커지면서 영국에서 비지질 전화 번호 사용이 빌 쇼크의 주요 원인이 됐다. 여론조사기관 YouGov는 모바일 사용자의 49%가 비지리적 번호로 전화한 것에 대해 얼마나 많은 요금을 청구했는지에 대해 놀랐으며 90%는 조직이 이러한 전화의 비용을 더 명확하게 해야 한다고 믿는다고 밝혔다.[70] Ofcom에 따르면,[71] 영국 소비자들은 2009년에 비지리적 번호로 전화를 거는 데 약 19억 파운드를 지불했다.

고객들은 각 통화로부터 분당 수익이 발생하고 통화 대기열이 허용되기 때문에 084와 087 숫자에 끌린다. 콜 센터는 높은 통화량에서 매우 높은 수익을 창출할 수 있다. 영국 하원에서 영국 정부가 비지리적 번호의 통화 대기열로 얼마나 많은 돈을 받고 있는지에 대한 질문이 제기되었다.[72]

일부 소비자들은 광고되지 않은 지리적 번호로 전화를 거는 대신 비지리적 번호로 전화를 거는 것을 피하려고 노력했다.[79][80] 청구 가능한 비청구 번호에 대한 지리적 요율 대안은 종종 saynoto0870.com과 같은 웹사이트에서 간단한 온라인 검색을 통해 찾을 수 있다.[81]

소비자권익지침은 2014년 6월 고객 서비스와 민원에 대해 '기본요금보다 비싼 번호'를 사용하는 것을 불법으로 만들 예정이다.[82][83][84] 084와 087숫자의 많은현재 사용자는 034 싱크 037 등가물 또는 01또는 02지리적 번호또는 새로운 030,033 또는 우리 비지리적이동해야 한다 번호로.

헬스케어

이 문제는 2008년 초 국회에서 논의되었다.[113][114] BMA는 GP들에게 수술에서 0844개의 숫자에 대한 콜 비용을 공표할 것을 권고했다.[115] 앨런 존슨 전 보건장관은 공개적으로 03의 숫자 사용을 주장해 왔다.[116] 2008년 초까지 영국에는 이미 800개 이상의 GP가 0844개의 전화번호를 사용하고 있었다.[116]

보건부는 2008년[117] 3월 국민건강보험공단에서 084번 번호의 사용을 조사하기 시작했으며, 0844번 번호는 금지되지 않을 것이라고 밝혔다.[118]

2008년, 레스터 시티 NHS 트러스트는 그들의 전화번호 사용법을 조사하여 해결해야 할 복잡한 문제들을 밝혀냈는데,[119] 이 중 일부는 올해 말에 수정되었다.[120] 엔필드 1차 케어 트러스트는 관내 62개 모든 수술에 프리미엄 요금 0844 숫자를 사용해 승인하지 않는다고 경고하는 글을 올렸다.[121] 미드요크셔 병원 신탁은 2년 만에 0844 전화 번호를 사용해 8만 파운드 이상을 벌어들인 것으로 밝혀졌다.[122][123]

보건부는 2008년 말 3000명 이상의 응답을 받은 국민건강보험공단에서[125][126][127] 084명의 숫자 사용에 대한 견해를 묻는 자문을[76][124] 발표했다. Ofcom은 03 옵션을 추천했다.[128] 2009년 Heart of Birmingham Primary Care Trust는 22개의 GP를 새로운 0345 숫자로 이동시켰다.[129]

2005년에 0870개의 숫자가 금지되었지만, 2010년까지만 해도 국민건강보험공단에는 그러한 금지규정을 준수하기 위해 돌아다니는 사람들이 있었다.[130]

보건부는 2010년 4월 GP도 이전 방향에서 커버할 수 있도록 GMS(General Medical Services) 계약을[78][142] 새로 도입했다.[140][141] 이때부터 잉글랜드와 웨일스의 6,500개 이상의 GP 수술은 "지리학적 번호로 전화하는 것보다 비용이 더 많이 드는" 전화 번호를 사용하는 것이 금지되었고, 이를 준수하는데 1년이 주어졌다.[143] GMS 계약 변동은 GP가 NHS 기관이 아니라 독립 계약자이기 때문에 필요했다.

일차 진료 신탁(PCTs)은 2011년 11월까지 1400개 이상의 GP들이 "금지" 번호를 사용하고 있었기 때문에 NEG와[162][163][164] BMA에[165] 의해 퍼진 잘못된 조언에 의해 집단적으로 오해를 받았거나 오도되었다.[166]

0844 숫자 사용에 반대하는 시위가 점점 커지고 있었다.[167] 심지어 금지령이 발동된 지 1년 만에 GP가 0844호로 바뀌는 사례도 있다.[168][169]

소수의 GP만이 이 금지령을 준수했다.[170][171][172][173][174][175] 0844 숫자를 사용하는 다양한 GP들은 명백한 허위 정보에 근거하여 그들의 입장을[176] 정당화하려고 시도했다.[177][178][179] 일부 지역에서는 환자들이 0844 금지를 계속 무효로 하고 있는 GP들의 지리적 번호를 찾아 발표하기 위해 스스로 착수했다.[180][181]

미래
