ISO/PAS 28007:2012는 해운업계가 주도하고 국제해사기구(ISO 28000-Certified Army Security People, PCASP)를 선박에 배치하는 ISO 28000 인증 기업에 대한 가이드라인을 제공해 달라는 국제해사기구 요청에 따라 개발되었다.[1][2]
그것은 특히 인도양의 해적 고위험 지역에서 활동하는 조직들을 위해 특별히 개발되었으며, 보통 수에즈 운하에서 동남아시아와 인도 아대륙으로 가는 보안 송금을 제공한다. 그러나, 인증되거나 곧 인증을 받을 민간 해양 보안 회사들 중 다수는 이 관행을 세계 다른 지역에서의 영업에 동일하게 적용한다. 약칭 ISO 공정을 통해 개발되었으며 본격적인 ISO 표준이 되기 전에 검토해야 할 것이다.[3]
ISO/PAS 28007은 최근 몇 년간 개발된 민간 보안 산업을 규제하기 위한 광범위한 이니셔티브의 일부다.[4] 다만 해양환경보다는 육상 기반의 민간 보안 운영을 위해 개발된 국제 행동강령 원칙은 채택하지 않고 있다.
영국 인가 서비스("UKAS")는 감사 회사가 표준에 따라 인증할 수 있도록 인가하는 유일한 국가 인가 기관이다. 2015년 5월 현재 LRQA, MSS Global, RTI 포렌식 등 3개 인증기관이 ISO/PAS 28007에 따라 적극적으로 인증하고 있다.
조지 몬비오트는 외전에 참전하기 위해 입대하는 개인들을 기소하기 위한 영국 정부의 법을 비판하는 논평에서 영국 시민들이 이념이 아닌 돈을 위해 외전에서 싸울 수 있게 한 허점을 설명했다.[5] 몬바이오트는 개인들이 해상보안국 요원으로 취업할 수 있는 자격을 '해군 용병'을 합법화하는 것으로 꼽았다.

Sue Hemming claims it is 'an offence to go out and get involved in a conflict', but that is not always true. You can be prosecuted if you possess a 'political, ideological, religious or racial motive' for getting involved, but not, strangely, if you possess a financial motive. Far from it: such motives are now eminently respectable. You can even obtain a City & Guilds qualification as a naval mercenary. Sorry, 'maritime security operative'. As long as you don't care whom you kill or why, you're exempt from the law.
