만행 방지 위원회

Atrocities Prevention Board

만행방지위원회(APB)는 국가안전보장회의(NSC), 국무부, 국방부, 법무, 재무부, 미국 국제개발원, 미 정보사회 등 미국 관료들로 구성된 부처간 위원회다.[1]이사회는 전 세계 만행의 장기적 위험을 평가하기 위해 매달 모임을 갖는다.[1]

역사

2007년 매들린 올브라이트 전 국무장관과 윌리엄 코언 전 국방장관은 집단학살 방지 태스크포스(TF)를 구성했다.2008년 12월 버락 오바마 미국 대통령 당선과 함께 태스크포스는 미국 정부의 위기대응 시스템을 개선하고, 정부가 일관성 있고 시기 적절한 예방 외교 전략을 수립할 수 있도록 더 잘 갖추고, 중간을 준비할 수 있는 새로운 고위간부기구를 만들 것을 권고했다.ncy 집단 학살 방지 및 고위험 상황에 대한 대응 [2]계획

버락 오바마 대통령은 2011년 8월 대량학살과 대량학살 방지를 미국의 핵심 국가 안보이익이자 핵심 도덕적 책임이라고 규정한 대통령 연구지침 10호(PSD-10)를 발표하고 만행방지위원회(Fragmatic Prevention Board)를 창설하라고 지시했다.[2][3]이사회는 2012년 4월 23일 사만다 파워 다자담당 특별보좌관이 의장으로 임명되면서 공식 구성됐다.[4][5][2]

이 위원회는 데이비드 셰퍼 전범대사가 클린턴 행정부 말기에 설립한 만행 방지 기관간 실무그룹을 느슨하게 본떠 만든 것이다.[6]

2013년 2월 15일 파워는 국가안전보장회의(NSC)에서 물러났고, 스티븐 퐁퍼가 APB 의장직을 승계했다.[2]

비판

만행 방지 위원회는 엇갈린 환영을 받고 있다.휴먼라이츠워치, 휴먼라이츠 퍼스트, 프렌즈 국가입법위원회 같은 단체들은 도시 예방 의제를 높이려는 대통령의 결정을 지지했다.[2]그러나 이사회는 시리아, 이라크, 중앙아프리카공화국, 남수단에서의 대량학살을 막지 못한 것에 대해 상당한 회의와 비판을 받아왔다.[6][7][8]
