Global Travel Taskforce

글로벌 트래블 태스크 포스는 영국 정부의 자문 기구다.Grant Shapps 교통부 장관은 국제 여행의 안전하고 지속 가능한 복구를 가능하게 하고 영국을 방문하는 여행객들을 위해 COVID-19 시험 시스템을 도입할 필요가 있다는 확인된 요구에 대한 정부간 대응으로 2020년 10월 7일 이 단체의 구성을 발표했다.[1]2020년 10월 7일 의회에 제출한 서면 성명에서, 교통장관은 한국이 세계 여행이 안전한 운영을 재개하는 데 어떻게 도움이 될 수 있는지에 대한 특별 위원회의 권고를 받아 2020년 11월 초까지 총리에게 공식적으로 보고할 것을 약속했다.[2]정부는 특히 COVID-19 시험과 관련하여 민간 부문과 함께 운송 및 관광 산업과 협력하여 태스크 포스의 작업을 수행하고자 한다.[3]

역할[4]

  1. 국제 여행의 운영이 안전하고 지속 가능한 방식으로 돌아가도록 보장하기 위해 영국 및 국제무대에서 정부가 취해야 할 적절한 조치를 시기적으로 고려한다.
  2. 정책 입안자가 정부 외부의 이해당사자들과 함께 안전한 국제 여행 촉진과 관련된 이슈를 방송할 수 있는 기회를 제공한다.
  3. 국제선 도착에 대한 시험 시스템의 구현과 이것이 영국으로의 안전한 여행을 어떻게 진전시킬 수 있는지를 고려한다.
  4. 소비자 신뢰도를 높이고 국제 여행의 안전한 재개를 방해하는 장애물을 제거하기 위해 취할 수 있는 조치를 결정하는 것
  5. 국제 여행의 일반적인 회복을 돕기 위한 추가 조치들, 특히 시험 체제 밖의 모든 지역을 고려한다.[5]

이동 경로 및 관련 정책과 관련하여 진행 중인 모든 작업은 태스크 포스의 후원을 받지 않을 것으로 예상된다.

멤버십

태스크포스는 그랜트 샵스와 맷 핸콕이 공동 의장을 맡는다.[6]이 단체는 다음과 같은 정부 부서 및 기관과 협력할 것이다.교통부, 보건사회부, NHS 시험 및 추적부, 공중 보건 영국, 외국, 영연방 및 개발부, 디지털, 문화, 미디어 및 스포츠부, 사업, 에너지 및 산업 전략부, 주택부, 지역사회 및 지방 정부; HM 재무부;내무부, 국제 무역부, 그리고 10번 / 국무조정실 C–19 태스크포스.

영국 제헌국가의 관리들은 또한 건강이 해결된 문제라는 근본적인 주제에도 불구하고 태스크 포스의 작업에 참여하게 될 것이다.[7]

개발

2020년 10월 11일, 태스크포스는 여행자가 지불할 민간부문에서 제공하는 COVID-19 시험을 이용하여 해외에서 입국하는 사람들에게 영국에서 자가 절연하는 데 필요한 기간을 줄일 수 있는 방법을 모색하고 있는 것으로 나타났다.[8]

2020년 10월 21일 Travel Weekly에 이언 테일러가 쓴 글에 따르면, 태스크포스는 여행업계 리더들과 처음 만났다.[12]

10월 27일 텔레그래프에 기고된 찰스 혜마스는 출발 전 격리 시간을 대폭 줄일 수 있는 시험 준비는 이미 공항과 항공사 간에 합의되었지만 정부 대책 위원회의 검토에 따른 정부 인가는 아직 이루어지지 않았다고 보도했다.[13]

10월 29일, 태스크포스가 유럽의 특정 지역에서 이미 재개된 운영의 맥락 안에서 영국 크루즈 산업의 안전한 복귀를 고려할 것으로 확인되었다.로버트 미 국무부 항공해양 차관보는 "각국에 다른 상황"이 적용됐지만 크루즈 분야에 미치는 중대한 영향을 "적극적으로 인식하고 있다"고 말했다.[14]

출발 전 COVID 테스트

유나이티드 항공 14편은 11월 17일, 출발 전 COVID 테스트의 일환으로, 뉴욕 뉴어크 공항에서 출발하기 전 NAAT를 이용하여 코로나바이러스 검사를 의무적으로 받은 런던 히드로 공항에 착륙했다.이 비행은 2020년 11월과 12월 사이에 예정된 대서양 횡단 12편의 이륙 전 시험의 일부였다.[15]11월 25일 2편의 브리티시 에어웨이즈 항공편(BA268 및 BA114)과 미국의 아메리칸 에어라인 항공편(AA50)을 대상으로 추가 재판이 시작되며, 이 항공편에서는 출발 3일 전, 그리고 이후 지점에서 무료로 코로나바이러스 검사를 받을 수 있다.[16]

대책위는 검역기간을 줄일 수 있는 방안을 검토 중인 것으로 알려졌지만, 출국 전 시험의 일환으로 여행하는 사람들은 탑승 전 COVID-19에 대해 음성 판정을 받았음에도 불구하고 필요한 14일 동안 자가 격리해야 한다.[17]

비판

글로벌여행 태스크포스(TF)가 출범한 지 이틀 만인 2020년 10월 9일 금요일, 더 타임즈지에 실린 한 기사는 새 기구를 '배꼽게이 터닝 숍'으로 지칭했다.기사 제목은 태스크포스 도입 시기에 대한 비판적 시각을 제시해 너무 늦게 도착했음을 분명히 했다.[18]텔레그래프는 또한 2020년 10월 9일 새로운 태스크포스(TF)에서 비판의 수위를 높인 기사를 실었으며 특히 궁지에 몰린 여행업계의 좌절감을 지적했다.[19]

10월 14일, 시몬 칼더 인디펜던트 여행특파원은, 정부가 공항 테스트에 대한 요구에 대한 해답인, Global Travel Taskforce (Global Task Force)가 6개월 늦게 도착했다고 지적했다.[20]같은 날 가디언은 ABTA의 마크 탄저 최고경영자([21]CEO)가 "교통부 장관이 자신의 부문을 위해 배팅한 적이 없다"고 주장하며 정부가 이미 한 토대가 새로운 글로벌 여행 태스크포스(TF)에 의해 증강될 수 있다는 샤프스의 주장을 반박하는 등 여행업계 내부로부터 비판적인 시각을 제시했다.

2020년 10월 16일 텔레그래프에 기고하고 있는 코스모스 투어의 자일스 호크 대표는 10월 7일 태스크포스(TF)가 발족할 때부터 여행업계에서 자신이 태스크포스(TF)에 참여하도록 요청받았다는 것을 확인할 수 있는 적절한 고위직의 사람을 식별할 수 없었다고 진술했다.호크는 "여행 중인 사람이라면 샵스씨에게 자신의 해결책이 먹히지 않을 것이라고 말할 수 있었다"면서 "대책반은 실행 불가능한 해결책을 제시할 것으로 보인다"[22]고 덧붙였다.

태스크포스 보고서

태스크포스는 2020년 11월 24일 14건의 권고안이 담긴 보고서를 발간했다.[23][24]권고사항은 다음 세 가지 기본 원칙에 해당된다.[25]

  • 그 여행은 안전하게 진행될 것이다.
  • 여행의 필요성이 심화됨에 따라 안전성이 확보될 것이다.
  • 영국이 국제 표준의 진보에 의해 뒷받침된, 세계 여행의 회복에 있어 최우선시 되어야 한다는 것.

보고서는 난항을 겪고 있는 크루즈 부문의 안정성에 대해 논의했으며 '단계적 재가동'[26]을 통해 해당 부문이 안전한 운항을 위해 복구되기 전에 영국과 관련한 'epidemiological criteria'를 공표할 것을 권고했다.

TF의 발행과 같은 날, The Times는 권고안의 일부로서 요약된 계획은 관광 그룹의 일부분을 구성하는 사람들 또는 사업을 위해 여행하는 사람들에 대한 2주간의 검역 요건에 면제를 줄 수 있지만, 사업 여행자는 어떤 역량의 다른 사람들과도 혼합하는 것이 금지될 것이라고 보도했다.그들의 출장과 직접적인 관련이 있다.[27]
